How to encourage HIGH TECH Industry
I've dropped a ton of schools and universities but all my industry zones are composed of polluting factories and nothing high tech seems to spawn?

Whats the trick?

Office zoning is what you're looking for.

if not try adding some parks around them too and also civil facilities like firestations and policestations

I don't recommend this because it attracts unnecessary private traffic. Industry requires local services to level up, the three most important being cargo transport, fire department and public transport. Radio coverage is also a good one if you have the Natural Disasters DLC.

Keep in mind that max level industry still pollutes, but nowhere near as much as level 1.

bus stops definitely, they love buses and other forms of transportation. if you're really in need of levelling up drop a couple of schools in there they also help!

Schoold and parks don't have a big impact on industry, but cargo train station and the large fire station have a huge impact. especially the train station. Run some bus stops through there and you'll be nearly level 3. Adding police and health will probably level you up.

As for High Tech industry, they don't exist in this game. But offices will take the place of industry demand if you don't feel like expanding industry.

Got it! Was thinking SIM City...

I don't have any RR tracks coming into my map zone... Is there any benefit to adding Cargo rail lines that just connects all my Industry Zones or should I just run a passenger train through all of them?

The cargo train stations adds about 1 full level to all of your industry. But if your commerce is far away, you can build a cargo station in the center of each and only connect the two stations together. they should deliver more goods and less traffic.

Same with passenger trains. If residential is too far away from industry and commerce areas, you can build a passenger train station in the center of all areas and connect them all together, separate from the cargo tracks, to get workers there quicker and relive some traffic.
