Report a translation problem
Currently, when I make a roundabout at the end of a highway, I use a three lane highway to make the circle (the cars will even use two lanes of this \o/), and then instantly make that roundabout a priority road. All I need to do then is to remove the stop sign from the end of the highway to stop the traffic backing up as you describe.
If I do things like that, I have not seen any random changes if I don't touch the thing again. I'll keep more of an eye on things now though.
From the developer's blog, that priority road box is simply a macro key to automatically place stop signs on all crossroads (including freeways) so you, the player, don't have to go click each intersection one by one.
I'll bet a penny that it is not "randomly changing" on you, but instead you are, at some later point in time, disabling one of those stop signs. Once disabled, it's no longer a "priority road."
Well, again, that's how it's described in the dev blog, and that's how it's been working for me, but I could be wrong, I guess. *shrug*
I'm also getting corrupted district names, though I guess that's unrelated now?
