The game is definitely cpu bound.
Edit: I'd imagine you'd get higher fps though, still, OP. Bit weird.
I guess I should clarify. I was citing my "worst-case" zoom level. Zoomed completely out or completely in, I get around 65 FPS.
where as other game I play work great, between 40 - 144fps
To be honest though since this is just a city builder ya don't need high framerate all the time, its not the type of game where you are just quickly moving around shooting stuff up for example where framerate is important

If it's not an optimization issue, then maybe he has V-Sync on and his monitor's refresh rate somehow got set to 24 Hz.

You cant fix it mr smart ass, its a unity engine problem and no matter what you do your going to have bottlenecks. The game engine needs to be optimized better. Now, anymore ♥♥♥♥♥♥♥ answers you wanna hear? Next time dont be a ♥♥♥♥
