Sazlık deresi remains dry for most of the year and is deemed unsuitable for use in real life. Eymir is more of recreational area and I'm considering it as a last resort because if I include it on an 18x18km terrain.party heightmap, I would be comprimising a huge amount of flat buildable metropolian area

Therefore use the location of Eymir as a point where you may place a water spawner to feed water to the city, whether you use the Sazlik Deresi or not. Even if it runs dry in the real world, you can at least use it to enable a valid start tile when you begin and you can allow it to run dry later if you wish.
