Can I create a map without water source like a river or a lake?
I'm looking forward on replicating the capital of Turkey, Ankara which has no connection to any sort of river or lake and water is being brought to the city through pipes from neigbouring cities. However, as a defeault the Map Editor requires at least one source of water.

Hence is there a mod or a trick to bypass this prequisite?

As far as my experience in the game water towers do provide clean water and water reclaimation/sewage treatment plants can be utilised too to avoid thirt and death

When looking at the map of Ankara, I see there is a river called Sazlik Deresi which is fed by a lake to the south of Ankara, called Lake Elmir (Eymir Gölü). This river appears to fill at least 3 reservoirs to the south east of Ankara and should fall within the height map area for Ankara.
You should be able to simulate these.

Make the map with water, then use Extra Landscaping Tools to remove the water source when building the city.

Sazlık deresi remains dry for most of the year and is deemed unsuitable for use in real life. Eymir is more of recreational area and I'm considering it as a last resort because if I include it on an 18x18km terrain.party heightmap, I would be comprimising a huge amount of flat buildable metropolian area

You have to accept that in terms of scaling, it won't be possible to model a completely accurate simulation of any real world city and so the best you can do is compromise and create the best approximation of the appearance of the city.
Therefore use the location of Eymir as a point where you may place a water spawner to feed water to the city, whether you use the Sazlik Deresi or not. Even if it runs dry in the real world, you can at least use it to enable a valid start tile when you begin and you can allow it to run dry later if you wish.
