I have put around 140 hours into basically the base game, and mostly with no mods or assets. I purchased After Dark, but I have yet to get into tourism at all.
Deluxe Edition is only 39 cents more right now. Obviously that's the one to get.
As for the DLC, After Dark and Mass Transit are the only ones worth getting.
A lot of the stuff in the bundle is on sale right now, so would be a good time to get it. Each DLC adds some nice things to the base game, you can live without it, but why should you, if you can avoid it and it's cheap? :)
Just be aware that the bundle does not yet include the Mass transit DLC - I made that mistake yesterday. :(
The Deluxe version "only" includes some more eye candy. If I'd need to chose, I'd go for the bundle, because it adds a ton more value to the game, than the Deluxe version does.
