Legal violation on the Cropout template

Hello good night

Being a developer myself and using Unreal Engine as a graphics engine, I am looking to find personal help to make an RTS game with a template.
And I came across a template made by Epic Games called Cropout Sample Project which you can find at the following link:

I told myself that it was really not bad, but that after all I had to check if it was not already used for other game development by my developer colleagues, but after this terrible shock of discovering a such an act by the person who simply RE-PUBLISHED the base template of this game, I am disgusted and it is truly shameful that Valve agrees to post such behavior and distribution abuse on their platform.

Hoping that this will be quickly suspended and punished because it is truly shameful and very dishonorable.
