1. I can't help with quest, because it's more like easter egg, and it's an optional quest.
2. 我所有的地区声望都满了。有一个地区叫仓卫镇，奖励是以后再来探索，状态是未领取，是和这个任务有关吗？？ - Google translated this in a strange way, but quest in Hopsburg is totally separated quest. There's no connection with other locations.
3. About sheep robbers - you can find them only around the Sheep's village. Chance is high (around 40%, as I remember).
