Custom Roster Help

When i try to load a custom roster from a mod or anything i put it in the appdata folder inside the saves folder. I only put the .ROS file or the .STG file if there is one. Basically Everything for a mod works but the rosters will not load up in game because there is no option under load roster to load a new roster from the mod. Also there is no shoes folder in my appdata folder. Help?
