I'm at a loss about the Safe in the police station as I always picked it up early.
The there are two locker keys on the climbing wall at the Gym. Don't recall the contents of the lockers they open, but they don't contain a chest key.
There is a chest key on the back board in the Police Gym.

I tried looking at your guide, and it helped me find one of the chests I need in the church!
I still need 4 more keys so I can actually open those chests, though
I know one of the keys is related to the beltbuckle, but no idea where the other ones are
I'm not sure if its key-related, but now I'm getting a clue where the NPC says:
"never shoot at electrical outlets. you could cause a fire"
and I can't find any more metal vases in the police station. are they referring to a different place?
"Metal vases can be broken if you're strong enough. I sold a metal vase to the police force long ago"
Ah, I accidentally shot the outlet in the gun firing range and it started a fire in the police bathroom which gave me a key! so only 3 more to go now!
And the gymnasium clue is referring to the final Melissa chest which is hidden inside the wall in the second floor of the police station. you can see the edge of the chest from the gym.
The electrical outlet is in the gun range and it starts a fire in the men's locker room. Putting out the fire gives you a key.
Maybe in the wall in the commissioner's office, right wall?
Honestly, searching the guild for "Chest Key" is probably the best way to find a missing key.
