I know they fixed the issues the game had with the video cards, at least to some degree. Im not sure if they ever addressed the mobo/cpu issue though.
AMD for whatever reason, struggles with this game, and has since it came to PC for the most part. Being that you changed the gfx card, it seems that its likely more the case to be that.
If you havent yet, try uninstalling the game, and reinstall it. There might be some sort of residual carry over from the previous card that the game is reading in the setting somewhere.
The worst part about the issues this game has, is that there is no known solution really. Nobody can directly say what is or isnt causing this issue. Some Intel CPUs also have big issues with this. So, its kind of a gamble if you buy this game and it works.
