Why does Goofy, a dog, own Pluto, a dog?

Pluto is a ward of the castle, taken after the canine rebellion was crushed. Mickey forbids him to wear clothes and makes him wear a collar, to send a message to all dogs.

I could be wrong, but I'm fairly certain Goofy is actually a cow? I can't remember where I read this though.

Has it ever been explicitly said that Pluto isn't technically as sentient as Goofy?

Pluto could canonically be an Rocket Scientist for all we know, and just acts like Mickey's pet to relax.

Goofy is an anthropomorphic dog, apparently. Wikipedia confirms his last name is also Dawg under a few aliases. I know what you're thinking of, though. There is a female cow character who looks A LOT like Goofy. My kids have a few plastic toys of her.

That character is Clarabelle the Cow, and she's actually the girlfriend of Horace Horsecollar most of the time she spent on the screen during old and modern shorts, but there are a few shorts in which she acts as Goofy's girlfriend as well.

You can see that character in KINGDOM HEARTS II -Final Mix- in the Timeless River world, which is Disney Castle's past, with the original design in black and white. If I'm not mistaken, Horace is there as well.

Horace also makes a new appearance in KINGDOM HEARTS Birth by Sleep -Final Mix- in the Disney Town world, and he hosts the Fruitball minigame.
