Why are some of the in-game cutscenes 30 FPS?

I don't remember them being 30 FPS in the original, or am I just misremembering? It doesn't happen to all of them at least, thankfully

If your talking about PS2 Kingdom hearts they very much were in 30 FPS. Which back then the max resolution was 480i or 480p depending on your tv at the time this is ok for the time. But I do agree there are some cut scenes are at 60 while some others are at 30.

Edit: there is a mod on nexus that upgrades the cut scenes to 4k I believe i saw.

Square capped the majority of the cutscenes when updating the games to run at 60FPS on PS4 to 30 for stylistic reasons. Some remain uncapped by accident because they had to manually program the character & object animations to cap at 30 in them. Every. version since has had the same.
