1.5 and 2.5 are bundled together in all releases after the original PS3 releases. So for PS4, Xbox One, or Windows.

2.5 is a collection that includes KH2 Final Mix
1.5 + 2.5 is the two collections together.
That's just a symptom of a game like Kingdom Hearts 1 or Final Fantasy 10 being released slowly in Japan, then North America, then Europe. By the end they've added some optional fights and stuff. Then they release it again in Japan with another bonus probably.

2.5 refers to 2 and the games which take place between 2 and 3, although it doesn't quite work out so well here which is why they ended up doing the 2.8 release as well.

2.8 is goofy since it includes what you could consider more the 2.5 game (similar to Chain of Memories how it could be 1.5 in terms of mid-sequel). Dream Drop Distance takes place between KH2 and KH3. But also includes another game which takes place really early into the timeline around Birth By Sleep (hence it's number of 0.2, iirc one of the hidden movies teasing Birth By Sleep used 0.)
It makes sense if you know it, but it sounds a mess. KH naming conventions don't quite work out too well, particularly the collections. But it was a neat thought. Had DDD come out earlier and been able to be included in 2.5 then that would've worked better.
1.5 means it included 1+ games leading up to 2.
2.5 is means it included 2 + games leading up to 3
2.8 is them realizing that they hadn't remastered DDD yet, so its a last stop before 3.
