So the only other thing I can suggest is displaying your framerate with some other software like rivatuner to confirm what it's doing and capping the framerate at 30.
Also my bad, I need to learn how to read. Hope you find a fix soon homie.
1440p = 6-7% cpu usage, 18% gpu usage
4k = 6-8% cpu usage, 18-22% gpu usage....
i think half the stuttering problems and other problems would be fixed if they increased this limit.
340 wat GPU only using 100wats
10GB VRAM only using 2GB
only fix is go into nvidia control panel, disable gsync, turn off vsync
in game turn of sync and turn off frame limit.
KH2 now running smooth here is my workaround-

NVIDIA control panel
-vsync off***
-monitor technology - fixed refresh (gsync off)***
-power management mode - max performance mode***
-OpenGL GDI - prefer Compatible
-threaded optimisation - on
-Vulkan/OpenGL - prefered layered on DXGI swapchain
In game options
***-SCREEN MODE - windowed or Borderless Fullscreen, FULLSCREEN causes EXTREME slow motion + stuttering***
-framerate - unlocked
-refresh rate off

I was having problems with Re:Chain of Memories cutscenes. Nothing else was working ;_;
(I’m starting at the beginning, btw (KH1) if that makes a difference…)
I am using windowed mode in game and not getting any screen tearing but I do get it in borderless mode when I tab out of game then back in, i also have VRR in windows 11 settings enabled not sure if this is stopping the tearing, worth checking or trying out
Settings > System > Display > Graphics > click "change default graphics settings"
In here I have all 3 options enabled, as I say worth a bash but my monitor also has adaptive sync enabled so could also be that.
yeh after reading the setting I defo recon it is the variable refresh rate setting in windows 10 or 11.
