The online feature was removed since the first time it was remastered for PS3, and it's been like that on PS4, XBox One and Epic.
Sad, because I remember the multiplayer being fun to play back on PSP.
Modders have been trying for years now, since the PS3 HD version, and it is not possible.
There are a few remaining assets from the multiplayer, most of them dummy files from when the devs were working on the HD release, or old incomplete files from the PSP version, but nothing modders can use to enable the multiplayer or mod it into the game.
Worth mentioning Sekiro which I recall there being a mod that allowed people to PvP
They also tried with the Epic version, which is the same as the PS3/PS4 and XBox One versions. Same results.
For now, it is still not possible to achieve, and it would probably require LOTS of reverse engineering and knowledge of how the Kingdom Engine worked for Birth by Sleep.
No Heart was just about cheesing by spamming surge.
I love BBS but that boss is terribly designed. It's so aggressive for so long, you basically have to rely on i-frame cheese.
