The game has asset packs for 1080p, 1440p and 2160p resolutions. I am double-checking this but it picks the one that is smaller than or equal your window size, scaling up to fill the space.
This means that if you want to see the highest-resolution graphics on your 2160p (4K) monitor, you need to put it in full screen mode. On my computer at least, if I use a full-screen window it picks the 1440p assets and scales them up to fill the just-under-4K window size.
Sorry, no. 16:10 is the Original borders option, 16:9 is Minimized - if your screen isn't either of those shapes the game will just centre it. Any other aspect than 16:10 needs manual tweaks to the scrolling, so ultra-wide etc. would need its own special treatment & testing.
16:9 was the extra effort! 16:10 was the original game's aspect.
