It was locked for a single country on Steam :) Recently released for everyone. The game is thriving since 2006, you don't need Steam to play it either.

the game is very alive, no ones play this in steam, Dofus is kicking with expansions and even queue to log.

The game is free for how much you want but the area you can play without subscription is limited. If you work hard enough and make some kamas (ingame currency) you can actually pay for your subscription and explore the whole world. You should give it a try.

The show was probably Wakfu that is the sequel to dofus. There is a version on steam (the battle system is similar to dofus but the world and some mechanics are different) and is all free to play with no subscription required!

Edit: as other people said the game is still played a lot (has been out since 2006) but the steam page isn't very active. People still prefer to play with the normal client as you can access with multiple accounts on a single pc. (the servers do not change from "normal" version to steam version).
Even a mobile version exists called "Dofus Touch" and it should be dofus all free to play with no subscription and no limitation.

if the game is good and has a player base ( dofus does have one since it also has got a stand alone client and the the things mentioned above) then it's worth to pay for, that's of course if u like it
