Here's a summary of what it does:
dgVoodoo 2 is a graphics wrapper that converts old graphics APIs to Direct3D 11 for use on Windows 7/8/10.
Fixes many compatibility and rendering issues when running old games on modern systems as well as enables various overrides and enhancements.
Enables the use of third-party tools, such as ReShade, to enhance or improve the gaming experience.
I tried to use it, but I have no idea how to work it.
First, view the application file (enclave.exe) within the game’s directory.
Right click on it and chose ‘Properties’. Then choose the ‘Compatibility’ tab.
Check the box for ‘Run this program in compatibility mode for’. Select ‘Windows XP (service pack 2)’ from the drop down list.
Then check the box for ‘Run in 640 x 480 screen resolution’.
To finish off, click the ‘Apply’ box and then ‘OK’.
Now try running the game and see if it works.
Apologies if this is all very basic stuff that you have already tried - I thought i'd post it just in case.

1. Make sure VID_RENDER is set to Direct3D8 in your environment.cfg file in the game's directory.
2. Download dgvoodoo2 from his site, and extract the zip file to a folder somewhere.
3. Run dgVoodooCpl.exe and go over to the DirectX tab, then uncheck dgVoodoo watermark at the bottom. Make sure the folder selected at the top is the folder you extracted everything to. Click apply then ok.
4. Copy dgVoodoo.conf and the contents of the MS\x86 folder to the root of your game's directory.
5. Launch the game and double check your settings in game. My refresh rate was changed to 23Hz after making these changes so I had to turn that back up to 144Hz.
I just got it working and only played for about 30 seconds before typing this up, so I can't say whether this will be a stable fix just yet, but so far it seems fine.
Let me know if any of those steps were too vague, hopefully this gets you up and running too.
This did indeed work. Instead of messing up on the second level, it let me play it. Then I spent a couple more hours playing because this game is just too good. Thank you so much.

linux has higher chances to run old games better with proton compatibility layer.
By the way, you can install linux side by side with windows, without ruining your current windows installation. The GUI linux installers like Calamares can shrink your windws partition (if you have free space), and get spare space for linux. You need around 40GB if you are going to install a lot of big packages on linux. also linux can read and write on any windows filesystems, be it fat, exfat or ntfs. so trying out linux is painless.
1) Download dgVoodoo2: http://dege.freeweb.hu/dgVoodoo2/dgVoodoo2/
2) Extract "dgVoodooCpl.exe" & "dgVoodoo.conf" into the root of your Enclave install location. (where Encalve.exe is located)
3) From the "MS/x86 folder, extract the file "D3D8.dll" into the root of your Enclave install location. (where Encalve.exe is located)
4) Run "dgVoodooCpl.exe"
From the "DirectX" tab set your Anisotropic, Antialiasing, and Resolution settings. When you are done, click APPLY and run the game.
The wrapper will now force the game to display at whatever resolution you choose. Ideally this should be the same as your desktop resolution.
You should still try to match the resolution settings as close as possible within the games option menus for maximum image quality.
PROTIP:
If you have weird stuttering with the mouse controls, turn your mouse's DPI down to ~500 more or less.
