is there a way to set building priorities?

i hate having liek 50 roads being built when i have a building or 2 that needs to get made asap.

Nope, but they will as you said go for roads first because if there is no road connected to the building,the serfs won't bring supplies.
I'd recommend that you would slow down a bit and take your time with your city, slow and steady might win the race here. :p
