How to improve performance, game doesn't even start.

I noticed that the game has terrible performance and feels really laggy on the main menu. When I tried playing it a while ago I also remember it being unplayable because of how slow it feels.
To make matters worse, when I try to play it now after a new install it just crashes. How do I get it to work and improve performance?

For more smooth interface I use Autoexec.con (it applies graphrate 60 command right after launching the game)

Well, the autoexec helped with the frame rate (at least on the menu), but I'm still crashing when I start a new campaign.
I tried going to the registry but I don't see a DISABLETHEMES HIGHDPIAWAREDisableNXShowUI, I only see a DWM8And16BitMitigation, so I can't fix it that way.

Edit : So I found out that you're supposed to just add in that code. That site should have said that to begin with.

Just to clarify, autoexec just gets dropped in the root folder? In game it still seems kind of choppy?
