Also Test this on my cheap laptop (Celeron 1.6ghz, 4gb ram, integrated video, win10 32bit) and the game does load fine!
This also can help you as helped me.
If you've already downloaded the game, find the games install directory in the common folder, rename the folder as "xEarth 2150 EftbP" (or something similar) and delete the game from within your steam library.
Rename the install directory back to "Earth 2150 EftbP" and with Steam running with admin privileges reinstall the game. It should rediscover the downloaded files and when you click play should now be able to add the relevant registry keys correctly.
I'm running Win 10 x64 1709
