Report a translation problem
The game has 4:3 and 16:9 aspect ratio via multiple resolutions - from 800x600 to 1920x1080 up to 1920x1200. But only if you select the "HD" version.
If you choose "Play Earth 2140 Classic XP" you cannot choose your resolution.
The 'classic XP' version is only one fixed resolution (800x600? 1024x768? - I am not sure). But it does not allow you to change/adjust resolution settings at all.
1. "Adjust the Desktop Size and Position" in the "NVIDIA Control Panel" (if you are running an NVIDIA card)
or
2. the "AMD Radeon Settings" (if you are on a Radeon Card).
3. No clue, how this works with Intel integrated graphics.
Basically, you either force the graphic card to perform the scaling unto your monitor or you force the monitor perform the scaling.
If you are on Windows 7, you can also use the game exe properties "Windows compatibility mode" and try running the game in Win98, etc, or try the checkbox options.
[It is kind of hard to figure out what your issue is, when you do not provide your Hardware specs: Monitor & connection type, Graphic Card, Operating System ...]
Seems the Steam HD Edition has an executable that does not register the game with the Windows registry, nor does it create ini files to manipulate.
You have to look for yout earth2140.exe on your PC.
Then rightclick/Properties/Compatibility/Change High DPI Settings/Set checkmark on scaling by application
