The Kickstarter-exclusive DLC is the same as avaiable-to-all DLC and was given to backers the same way. The only difference is it was never put on the store fronts. If they did this the game would be feature-complete for all without needing any kind of 'ultimate edition'.
The main purpose seems to be making a feature-complete physical release. I see no reason why they can't just open the existing backer-only DLCs digitally and make the physical release contain all DLCs.
By doing it the way they have done, anyone who has supported the game without being a Kickstarter backer is being punished, because now to get everything they have to buy the entire game again at full price. Meaning the more they have supported the game by buying what are frankly overpriced DLCs, the more they will have lost before being allowed to have a complete game.
It is exceptionally unfair.
I can see how some backers may feel a bit annoyed considerign how much they had to pledge to get those rewards and then everyone else could just get it for a few dollars, then again all of them got all the DLC and the actual game for free.
All in all I am fine with the ultimate editon existing for the Swich relese it is a great deal for anyone who hasn't picked it up yet or just wants the whole thing on Switch too, but not releasing the extras for a few bucks on steam is honestly missing out on sales for Wayfoward really.
Which would be fine but between normal mode, hero mode, hardcore mode, Risky mode, Friends mode, Office mode, Beach mode and Ninja mode - not to mention playing most if not all of those twice if you want the achievements - who wants to play through essentially the same game again?
WayForward asked a long time ago if backers would be happy for exclusives to merely become timed exclusives and I was outspoken in advocating that because I just don't like locking content away from future buyers who might end up spending more than backers. But I didn't vote for making a totally separate game SKU to charge non-backers twice if they want everything.

At the end of the trailer it mentions steam, so I guess we will get it as a DLC (I hope).
not fair to have to buy the whole game again for that, and I won't but if there is a small DLC pack for it I will definately pay for that
Yep. I agree with you there. On my game the menus already show the costume pack new modes (Ninja, Officer and Beach ones), but of course I can't buy the pack yet, which means it won't be long till they release it.

Apparently the ultimate version has a different gaming sku, so not even your progress from the regular version gets transfered. In short is like buying the game again.
The regular version only will get the costume pack modes but no previously unreleased content :(
As I want all the goods on more than just one console anyway, so everyone wins.
Yeah. What I find unfair is that if we want the previously unreleased content (Tinkerbat dance, Blue Shante and Classic Risky Boots) we have to buy the ultimate version fully when it gets released. Not to mention that our progress from the regular version won't be transferred so it is play it since the beginning all over again :(
Why not release it as an expansion for Steam? I mean we are getting less things on steam since there's no PC physical version.
I daresay across all the PC and PS4, I have played through the game at least ten times.
Guess it'll be 20 when they release the Ultimate Editions on PC and PS4 US (hopefully)
I don't want to dash your hopes but I believe WayForward have already ruled that out. In a comment reply to their Kickstarter update announcing the Ultimate Edition, they have made two statements on the matter:
This is why I am so vocal about the plan now. I don't see any fair reason for them to deny post-Kickstarter buyers the ability to just get the remaining DLCs without buying everything they've already bought separately a second time.
