That business deal was likely made before the race was set up(and in game dialogue Techno Baron implies he hasn't told anyone what the grade b monster chow is). I don't know if it's different than in the true ending, but by the end of it all, he's being forced to shut/tear down the factory to make it into a Mermaid Preserve. Given that, it's unlikely that prize is being rewarded for real.
I'm also going out on a limb to guess the grade a monster chow was likely mostly by-products and things similar to what's in canned cat/dog chow, just this one being a monster version.
Edit: This game also takes place across just one day. I would think they'd do something else prize wise after finding out everything. I'd imagine a Mermaid Preserve would make news around there, especially after finding out why.
