Report a translation problem
This, I'm not sure how you can get 100% before completing the game as a previous poster mention, but my 100% achievement popped after the credits (and 2 of those locked gallery images unlocked).

To get 100%, you need:
I just had this very problem and it turned out that the final upgrade for the Revive Dance was the missing percent. Often it's a dance that has to be traded for another or the rarely missed blobfish transformation.
It does, actually. I had 99% on my last run going into Risky's lair, but after I had saved at the point before the last battle my file had 100%. While there's nothing collectable there, getting through the level still registers as another 1%.
It's an item that you already got earlier in the game, though.
Normally, when you get an item, it counts toward completion even if you don't hold on to it (for example, the spells that must be traded).
If this item adds completion percentage when acquired for the second time, then it does not behave consistently.
I know what you're talking about, but I actually had 100% completion before the events of the final battle and said cutscene.
You need to speak to the mayor after collecting all of the keys. The quest with a keys was a real quest with a nice reward!
