I Concede Defeat.
I cannot find the last sunken soul. Does anyone know of a sunken soul that was harder to find than the other 9, and what it's location was. It is in Mermaid falls, that is my only clue.

Probably at the 2nd section of mermaid falls (not the factory) by swimming upwards while being in mermaid form bottom left. As in once enter the main level of mermaid falls go to the 2nd section, turn into mermaid then swim to the bottom, left then up...
