The game proper was not developed with online coop and is not something critical to the genre. At best it is bonus novelty that can only get worse when it's time to bullet graze with network interpolation or peer based without slowdown.
I do not see much demand from initiated shmup players for online coop but every kind of game attracts a few uninitated players to ask for it from a take or leave ultimatum position (ok). It gets to be annoying after a while reading such threads. No real demand and no meaningful need means it won't be a priority.
If online coop is the sticking point for getting the game then I would question why you would even take interest in the first place. The core and meat of the game isn't enough to convince you to commit?! It's single player leaning to begin with and if what it offers isn't enough then your best bet is to stay away or simply go play 360 version just for the online coop. Or stick to games that were developed with coop in mind (ikaruga wasn't), instead of multiplayer being strictly a secondary dimension (like ikaruga).
