Report a translation problem
With the update the performance (loading times, etc.) have been better for me than before. I do not have an Intel GPU though.
For the sake of troubleshooting, it'd be good if you'd post the full specs (including your operating system). If someone else runs into lower performance as well, a comparison between full specs can be made, which then might pinpoint the issue and allow a faster fix (if it's a game side issue).

If not, try checking your Ikaruga folder (Steam/steamapps/common/Ikaruga/) and see if you can find any crash logs. These would be in the following format: game_<numbers>_crash_<year>_<month>_<day>_<more info>.mdmp
If launching the game generates such files, providing them to Treasure's support would likely make it faster for them to fix your issue. Sadly there's not much you can find out through the logs yourself, as they seem to be encrypted.
I trust you have already tried verifying the game files via steam, as well as reinstalling it?
If they are loading time related and you have a decent amount of RAM, you could try to modify the boot.ini file's load_all 0 to load_all 1
This would load all the chapters at once, rather than at every chapter's beginning.
The boot.txt file can be found at Steam/steamapps/common/Ikaruga
If it's slowdowns: do you play in windowed or fullscreen mode? If full screen, you could try if lowering the full screen resolution mode from the boot.txt helps. The default resolution is that of your desktop, but you can lower it with the full_screen_resolution option from the boot.txt file.
The new settings that they added the boot.txt, somehow, don't even EXIST in my copy of the file, despite getting yesterday's patch and reinstalling the game.
I've verified the game cache and reinstalled it multiple times. Nothing works. This game has been completely defective since they started patching it. I'd have asked Steam for a refund already if they'd offered it.
What you can do in the meanwhile to test, is to add the information yourself. Below are the default boot.txt settings (with comment fields removed for the sake of message length). Please try replacing the file's content with this and see if it boots:
boot 1
display_adapter 0
no_vsync 0
window_resolution 0
full_screen_resolution 0
no_audio 0
load_all 0
load_retry 5
The problem is slowdowns and like I said the game has been running well for a very long time, also changing the resolution or playing in windowed mode does not help, get roughly the same weak FPS.
Hold down the windows key and press R -> type dxdiag in the "open" field and press ok.
Sadly there's not much I can do here, but posting more information about your computer will help the developers if they spot this thread.
I'm having the same problem with slowdown. I have been running the game flawlessly since it arrived on steam. I was getting a rock-solid 60 FPS(at 1080 or "Desktop" settings in options).
Today I started up the game to see my framerate dipping into the 30's and 40's. Some parts would run fine and didn't seem to have anything to do with how much was happening on screen. It slowed to a crawl during the "Cloud" transition of stage #1. Yet, at the part where all the "space-tank train things" are causing ruckus it jumped back to 60 FPS.
I dont have a clue whats going on, but it makes me sad. It ran like a dream last week...
I'm running on a dual 3 Ghz Intel Xeon processors, 2GB of ram, Nvidia 8600GTS, Windows XP Pro SP3.
It was working fine from the release until that.
I have a GeForce GTX 570, an AMD Phenom II X4 965, and win 7 64 bits if it can help.
