It is an Unreal Engine 3 game so .ini editing will probably be easy.
I'm not against graphics setting, or defending the lack of them. It's just not a game breaker for me since I'm sure we can work around it.
Devs should put in a little more effort though.

I highly doubt that the game will have no engine.ini (the only .ini you need for better graphics or if you want to disable Motionblur/Dof/chromatic abberation)). Ill try it out once it releases tomorrow.
The reason why i doubt there wont be an engine.ini is that it would involve additional work while gaining no additional benefit for doing it that way.
There is no need to edit assets, unless you want smth like high resolution mods/high polygon meshes.
All the game files (except for the executable, the configuration tool/launcher used for keyboard and mouse remapping, and a few dlls) are packed in a single data.vfs file.
The only editable files the game creates are "config.ini", which contains the mapping settings from the configuration tool/launcher, and "options.toml", which stores the few in-game settings available (text language, audio language, brightness, costume selected, inverted aiming, gyro aiming, subtitles enabled/disabled, volume).

Anyways, this game handles UE3 in a peculiar way. All the usual editable UE3 inis aren't there and, as i said, all the game files (with a few exceptions like the executable) are packed in a single "data.vfs" file which is unusual for an UE3 title. Curious to see if people will be able to somehow "unlock" the game once it will become available for everyone.
Probably yes, modding scene in general is huge, someone will find a way sooner or later but only time will tell.
Correct, can confirm. I mean it's a step up from 30 FPS locked Killer is Dead. But I do wish for atleast 144hz minimum.
