What you must do is simple enough: Use the Scramble power on the multiple Slayer helljacks until you fill up the mission bar, which then unlocks a new spell spell that allows you to give a single Slayer helljack a free move out of turn and use all of its attacks. You are to use this new spell to force a Slayer helljack to strike Deneghra.
However, actually pulling this off seems impossible for multiple reasons.
1- The Slayer helljacks run to the edges of the map to fight Cygnar troops, meaning by the time you can fill up the mission bar, the Slayer helljacks are much further away than a single move from Deneghra.
2- Haley cannot make ranged or melee attacks, and even after securing a few troops, all of the Cygnar warjacks will be destroyed, and if they aren't they will be destroyed before you can get to them.
3- Attempting to defeat all the enemies is challenging enough on its own, but you need 1 Slayer helljack functional to beat the game, and there is an endless stream of Bane Thralls.
Due to these three things, every strategy I have come up with has failed. The only strategy that I've come up with will take so long I don't want to do it, which is moving to the storm blades and the trenchers first, then waiting for the Slayer helljacks to kill everything else while we wait in the lower corner of the map, slowly killing off everything as it comes to us, then saving a single Slayer helljack as the last thing we don't destroy, so I can safely lure the only remaining Slayer helljack close enough to Deneghra to win the mission.
But F*CK that ♥♥♥♥, that sounds even more tedious and frustrating than most of these god-awful levels. I just wanna beat the damn game for f-ckssake.
