I assume there is a reason for this?

The lack of success of the Steam version, I assume it was never cross-playable with the other established servers and thus there was little reason to install it here.

You can still do this!

Can I still use Steam with CABAL? You can still add CABAL as a ‘Non-Steam Game’ to your Steam Library after you’ve downloaded the game client.
Steam Library → Add A Game → Add a Non-Steam Game → CabalMain.exe
