nah i got the reply from support and they said that new account limits are like trust levels.
after i buy a small amount, the limit increases over time. either weekly or monthly.
so its going take me months to get a costume due to that.

im guessing they're afraid of chargebacks. thats why paypal purchases have limitations and prepaid cards have not.

I had the same issue, when you are able to open the buy page on a web browser, delete everything that comes after the ".com" and you should be taken to the homepage, there you can purchase ecoins.
