Any of these plants: silkweed, dwarfsbeard, wintermoss, or cotton.

Fiber can be hard to get at the start of the game, but there should be a few of those plants somewhere on the map, and later your farmer or herbalist can grow it.

Also, if there's any wild sheep on the map, you can use the harvest command on them, though I can't remember if raw wool can be used as fiber or if you have to craft yarn first.
