How to make a Food Donation box?

Check the notifications. If you can't make something, it should be posted somewhere on the screen in RED.

Well I HAVE a lvl 2 shepherd, but yet, no plans for food donation boxes show up any place I can see.

And then I did find it: it's the Chef who assembles the box of goodies. Nothing to do with the shepherd, since you can buy those ingredients from the visiting merchants (poyo and sheep meat).
