If you open the quest browser, you should be able to select the currently open quest line for the injured rabbit and it will show you possible triggers for the next step. You can "cheat" and just progress the quest via the quest browser. You should also get an option to inspect the attached entities that the quest has spawned, which should take your camera right to them (I can't quite remember the method right now, but it basically involves opening the entity inspector and cross-referencing the entity IDs -- the quest node will tell you when it spawns any entities and list their IDs, so you just look them up in the entity inspector and that will find them for you in the world.)
I've had this situation several times before, usually it's just that they spawn on a mountain/cliff somewhere, and are hiding under trees which makes them very hard to find.
If the enemies are removed, the quest automatically progresses -- even if you don't kill them, or they just fail to spawn in the first place. So, if the quest is still there the kobolds are there somewhere.
Thank you so much for your help! I was able to use the cheat console to simply destroy the entities I couldn't find.
