Mine did that, even though the building arrow points out of the tip of the anvil, if the sides are blocked it won't work.

However I watched what's happening a bit more closely, and I noticed that the blacksmith went from "collecting ingredients" to "idle" at the exact moment he picked up one of the iron bars of the 2 needed. And I have 2 iron bars, no more, no less. This probably means that _technically_ I have two iron bars, but one of them is stuck somewhere the smith can't reach it.
So I dug until I found some more iron ore, made a third iron bar, and now I'm the proud owner of a shiny new enhanced anvil.
