I dug deep in some soil and found metals.

mainly in mountains... in flatlands its been rare
I placed my city next to a mountain for minerals and defensive reasons. Just dig into it without going up or down till you hit stone. Also make roads into your "mine" makes hauling alot faster.

you will have to go through roughly 2 4x5 mining tool layers to hit stone if on dirt. It is possible to find ores down there, although it is more uncommon to rare compared to mountains. At least the last time I played.

dig mountains, higher = more minerals, and when you see tin/copper/iron/coal ore vein jutted out, usually there is a big ore vein of said ore there
and if you found 1 big ore vein, that's enough of said ore for the rest of the game

tip : you really shouldn't worry about copper & tin ore, just dig mountain randomly and they come out very often along with stone
