The effect applies per item, not for composite components. In other words, if you combine a 4 and 6 weight block getting a 10 weight composite component, putting the potion on it will only remove to zero if you hit both parts.

I finished a nice chainmail armor with the horns, applied potion to it and then i was surprised that it did not reduce as i thought. Nice touch of realism here. Touche.
