CPU reccomendation is i5 and and SSD is olso recomended.
This game is an Remasterd version wich means it is optimized for higher specs then the 1 version. Please read the recomendation for the remsaterd version.
Games like this would also benefit from being installed on SSD (prefer NVMe). May try a better/faster HDD (ie WD Black)
Things would have to be dialed down on the 2060, depending monitor size/resolution.
It's not really a remaster at all. They just called it that as an excuse to re-release it. Visually it's virtually identical to the original PS4 version.

I don't think the problem is with the hdd or ssd. If there was a problem with the hdd as you said, the problem should have been fixed when you booted the shaders. Also, if there was a problem with the hdd, I should have experienced such a problem with the TLOU P1, but I didn't.
