I actually still can't understand how streamers or YouTube comparisons getting smooth FPS like a PS5 gameplay!

Tried all methods of upscalings It's still not getting up from 45fps seems like a lock or something? Frame Gen toggle crashes the game but anyway it shows 94-110FPS but feels same 35-45.

I'm using Intel Core i7 11th Gen, RTX 3070 and 24GB Ram. My GPU doesn't gets hotter like in any other high demanding games where I use max settings. I have a feeling that game is not using GPU as much as it should.

Anyone else have this kind of FPS issues? and also stutters are killing. It can drop from 50 to 10 and back to 35 just in milliseconds! also can freeze for a moments (And I'm like, yes now it's gonna crash) and then back up FPS from 1.

It's a gaming laptop, but still I never had any issues with gaming, my GPU temps not even getting higher when I play TLOU 2 which is pretty strange in this case.

I've seen some BIOS tricks might fix these stutters, but there's no way I'd tweak anything in there just for a single game.

Really? RTX 3070 (8GB) and Intel i7 11th Gen is outdated?
I'm sorry that I don't use any i9 and 4000 series while I feel myself very satisfied with my current hardware.

I'd believe that If I had GTX series GPU and i5 series CPU

I'm not the OP. I just get bored of people giving lazy responses that someone's PC is bad when it greatly exceeds the recommended requirements and he already said he is getting high fps but it doesn't feel like it should.
I'm guessing this is a common issue for many players, I can find other threads with this same issues in comment sections.

don't forget it also matters what kind of drive you have the game on, there's also mods out now that are for trying to make the game smoother on a setup like yours, check out nexus mods for it

Yep will check out shortly. And I have it on SSD. Saw some comparisons that on HDD it loads slower but performance is good due long time of load while inn the background it loads texture and shaders

so... it is a 4 core 8 threader. the game is very cpu dependent. that 3070 is good for high settings perhaps, but that cpu won't get to 60 fps. it simply doesn't work like that. depending what display you have (120 Hz?) you could dial in a framerate cap above 30 (like 40 fps vsync) to get a smoother experience, but the cpu is seriously limiting it. it is what it is. jsyk i play on a laptop aswell with limited framerate. not a huge issue. it vsyncs perfectly and is absolutely fine.

I always turn off VSync, it's 240Hz screen. I might to try that on to check

you run your laptop unlimited? omg. it's gotta be cooking. and... well... on 240 Hz you have options to vsync 40 or 48 fps. you should turn down any cpu relevant graphics options in the game to squeeze the framerate out. and yes... your gpu will likely be semi asleep. that's normal when you're cpu limited / bottlenecked.

No no I don't let it to run for max out fps haha no matter options I choose, I always lock the fps if it goes over 90. Usually I play 60fps locked since it's enough and feels smoother for me even on 240hz

Your setup is starting to show its age, to be honest. The RTX 3070 is solid but it’s not packing the raw power needed for buttery smooth performance in a demanding game like this, especially if you’re cranking up the settings. Also, frame generation isn’t even an option for the 3070, that’s exclusive to the 40 series and 50 series GPUs, so toggling it might be what’s causing your crashes. With only 8GB of VRAM, you’re likely hitting a bottleneck, especially at higher resolutions.

That said, depending on your resolution , say 1080p or 1440p you should still be able to hit around 60 FPS with some tweaks, like lowering texture quality or shadows. Those FPS swings you’re seeing, dropping from 50 to 10 and back to 35 in milliseconds, sound like a mix of VRAM limitations and possibly unoptimized drivers or background processes hogging resources. The stutters and freezes are rough could be the game not fully utilizing your GPU like you mentioned or maybe a CPU bottleneck in dense scenes.

ALso what’s with the 24GB of RAM? Are you running some odd setup like 3x8GB sticks or a mismatched 16GB + 8GB combo? That could mess with performance too especially if they’re not running in dual channel mode. Try checking your GPU usage in Task Manager or MSI Afterburner to confirm it’s not being underutilized and maybe share your resolution and settings.

Yep my GPU usage is at 2% while playing the game and CPU is 97%. I've managed to randomly tweak some settings again in Display category, which I did before, and it gave me 60-67FPS which IS feels like it and smoothes, after that GPU usage boosted to 12%.

Well Frame Gen it uses FSR Version and it works perfectly fine with other recent titles.
My ram is dual channel 8GB on motherboard and 16GB external.
Drivers are up to date. I tested other games and GPU boosts up unlike TLOU 2.

I think they focused on more latest hardware systems to be optimized first and then start to fix some issues for other GPUs. But I did hit corrected 60fps after some tweaks in game. Hopefully it will stand after any reboots.

Try putting ''exclusive fullscreen'' mode instead of ''fullscreen''. Tell me if it worked

Umm you're playing a 2025 game maxed out with an 8gb gpu. It also sounds like it's a laptop since you didn't specify. But yes, likely running out of vram.

It's a 2020 PS4 game, running on a 2020 GPU with the same amount of VRAM as the PS4. There's no excuse for bad performance on that system. A consistent 30 / 60fps should easily be achievable.
