I've seen some BIOS tricks might fix these stutters, but there's no way I'd tweak anything in there just for a single game.
I'm sorry that I don't use any i9 and 4000 series while I feel myself very satisfied with my current hardware.

you run your laptop unlimited? omg. it's gotta be cooking. and... well... on 240 Hz you have options to vsync 40 or 48 fps. you should turn down any cpu relevant graphics options in the game to squeeze the framerate out. and yes... your gpu will likely be semi asleep. that's normal when you're cpu limited / bottlenecked.
Your setup is starting to show its age, to be honest. The RTX 3070 is solid but it’s not packing the raw power needed for buttery smooth performance in a demanding game like this, especially if you’re cranking up the settings. Also, frame generation isn’t even an option for the 3070, that’s exclusive to the 40 series and 50 series GPUs, so toggling it might be what’s causing your crashes. With only 8GB of VRAM, you’re likely hitting a bottleneck, especially at higher resolutions.
That said, depending on your resolution , say 1080p or 1440p you should still be able to hit around 60 FPS with some tweaks, like lowering texture quality or shadows. Those FPS swings you’re seeing, dropping from 50 to 10 and back to 35 in milliseconds, sound like a mix of VRAM limitations and possibly unoptimized drivers or background processes hogging resources. The stutters and freezes are rough could be the game not fully utilizing your GPU like you mentioned or maybe a CPU bottleneck in dense scenes.
ALso what’s with the 24GB of RAM? Are you running some odd setup like 3x8GB sticks or a mismatched 16GB + 8GB combo? That could mess with performance too especially if they’re not running in dual channel mode. Try checking your GPU usage in Task Manager or MSI Afterburner to confirm it’s not being underutilized and maybe share your resolution and settings.
Yep my GPU usage is at 2% while playing the game and CPU is 97%. I've managed to randomly tweak some settings again in Display category, which I did before, and it gave me 60-67FPS which IS feels like it and smoothes, after that GPU usage boosted to 12%.
Well Frame Gen it uses FSR Version and it works perfectly fine with other recent titles.
My ram is dual channel 8GB on motherboard and 16GB external.
Drivers are up to date. I tested other games and GPU boosts up unlike TLOU 2.
I think they focused on more latest hardware systems to be optimized first and then start to fix some issues for other GPUs. But I did hit corrected 60fps after some tweaks in game. Hopefully it will stand after any reboots.
