This fixed my constant frame drops and game freezing!
I have tried every combo of graphical settings and I could think of and what I had read on here and on Reddit. But I just found one thing that actually worked! I went from jittery gameplay and freezing several times per minute, to nothing but smooth gameplay for the next entire gaming session last night. I wanted to spread the word in hopes it helps others (and this is not my Reddit post):

The big question is why the devs were not using it all along if it was in the dev menu all along?

CPU? VRAM? RAM?

I've got this enabled in my Dev Menu and it, sadly, does NOT fix my freezing, stuttering mess of a game. I thought maybe it was, but it was just because of a game restart. After about 15 minutes, the FPS drops return.

edit:
13900K CPU
AMD Radeon 7900 XTX
32 GB RAM

Also, this is the only game that has this stuttering / FPS drops issue on this build.

Odd, I'm running windows 10 with a 5900x and a 9070xt and not having those problems. I wonder if you tried limiting the game to performance cores only would it help?

I havent noticed any stuttering. I am on a 9950x3d and a 5070 ti. Are you doing something wrong?

try reinstalling windows from fresh

It's weird, I've had one time stuttering like mad, but a reboot fixed it. I did no changes.
The impression I got was that the engine was failing to calculate the shaders properly.

Did you start up the cheat engine in the start menu and then click on your saved game?

Quitting/disabling Malwarebytes seems to have been the fix on my system after experiencing this.
i turned off nvidia reflex low latency
iv'e tried every solution listed on the forum and what only worked for me was a clean install of windows and drivers installed with nvicleanstall
