So is the actual game in English? Or Japanese voice over with English subtitles?

It means only people in Japan can play with the Japanese voice dub. Every region has access to the English voices, including Japan. Some Japanese talent agencies have contracts that only permit their voice actors' work to be used in Japan, which is probably why this happened.
