What the title says? On the steam page it says this:

Notice: This game only supports Japanese interface/voice for customers in Japan.

So is the actual game in English? Or Japanese voice over with English subtitles?

It means only people in Japan can play with the Japanese voice dub. Every region has access to the English voices, including Japan. Some Japanese talent agencies have contracts that only permit their voice actors' work to be used in Japan, which is probably why this happened.
