Prone diving belly flop on controller?

I've tried over and over to recreate this on PC watching PS5 speedrunners and neither Ellie nor Abby can do the repeated prone dive with L1 + hold Circle + double tap Circle. What gives? Is this just a horrendous PC port that gimps basic controls? Ellie just stays in prone after the initial prone dive.
