Survival Expert is broken

I've played the game through multiple times - not on Grounded - and unlocked all 50 skills but the game never even records any progress past 45. In my original playthrough I forgot to loot the safe in Abby Day 1 on the Ferry (at the end of The Coast) so I think maybe I didn't unlock her fifth skill tree. But, I've done that now, I started a Chapter Select save at Abby Day 1 the Coast and have unlocked every skill in all 5 trees for both characters.

The achievement progress never changes from 45/50 and never pops.

Do I need to play the entire game through on a new game and just start from scratch?

This was an issue on PS5 as well but it was because of Grounded removing the listen mode skills. That's not the case here.

The same for me, stuck on 40/50. After 1 or a few upgrades still 40/50.

same, stuck on 35/50 after my first game in survival, then in NG+ on Grounded+ and with some upgrades it still at 35...

UPD: after upgrading all abilities for Abby the counter shows 50/50 (jump from 42 to 50) and I got the achievement

I'm currently on a NG+ Grounded play through, at the point just before taking on the Rat King. A little while prior to that I had all Skills completed as both Abby and Ellie, and all weapon upgrades except for Abby's Burst Fire on the rifle, as I feel it's a waste of ammo.

Unless I'm forgetting some skill tree/trees that unlock after that point? For some reason I am still relentlessly looting pills and scrap though. I keep telling myself there might be a Pill Junky and Scrap King achievement where you have 300 or more excess of each at the end of the game!
