Can't Connect to PSN

I created a PSN account so that I could sign in and get the new Ellie skin, but when I open the game on PC (through Steam), I don't even have an option anywhere to sign in. I can sign into the PSN on other games like Spider-Man and Uncharted just through the main menu. I've already played through the game, so I was wondering if the reason why I was unable to sign in is because you're only able to sign in when you first boot up the game? But I've also already played through Spider-Man, and was able to sign in after that. Does anyone have any idea what's going on with that? I've heard that other people are getting errors when attempting to sign in, but I don't even see an option to do that.

In you are on a Windows machine there should be an option to sign in.

I am on a Windows PC, but I've looked in every option available through the main menu. I'm not seeing it, and I'm very confused. I've tried searching the internet as much as I can and I can't find any information about this to help me, either.

I don't have it either, seems broken. Some people are saying it only appears when using a certain display settings like exclusive full-screen or full-screen. That worked for me in Ghost of Tsushima, but not here.
