Fast moving crouch?
I distinctly remember being able to run while crouched in tlou2 when i played it on ps5, am i just remembering wrong?

How should that work ? Can you crouch and run at the same time ? If so, please send us a video.

You can toggle slow move on / off, to walk or jog, which also applies to crouch. Slow crouch or slightly faster crouch. But there's no running while crouched, so you're probably confusing it with another game.
