AHHHH that explains it. I must've been playing on hard. I don't remember the ammo being THIS scarce. Honestly the difference between hard and survivor is absolutely massive in terms of scarcity.
Then survivor for me at least is the true experience. Never played it not on survivor and grounded is pretty much survivor on hard mode. So ya survivor is sorta intended to be the resource management mode where you really gotta think about how you spend your ammo at times. And prioritize headshots or the legendary leg shots
It's crazy because on the graph / bar-thingy survivor mode is only one notch up in terms of resources but it's really more like 5. As soon as I switched to hard, I found myself having full clips (and some to spare) in every single gun. There ought to be an intermediary between the two.
