I've had this issue with certain
PS games for some reason. If you don't there's something in the background running that's causing this.
Are you running Steam - Windows as an administrator? Is it up-to-date? Are your drivers, too? Could Part II be blocked by your antivirus program?

Nixxes support actually responded to me saying they have no idea what’s going on and can’t help me with this issue so it’s really a disappointment
Oh trust me I saw all the YouTube videos and they all say do the same thing, run as administrator, increase the memory size pool etc etc but none seem to help
What about a complete new installation of Steam? You can make a backup file of Part II before the installation.
