This is a joke right? A 3600 would bottleneck the ♥♥♥♥ outta a 4080 ♥♥♥♥♥.
A bottleneck on my 14600K would have about 35% usage as it has 20 threads LOL.
All drivers that they released after this ones had a lot of problems of performance and stability on rtx 3000 and 4000 cards.

Most games just not able to utilize even 50% CPU all core but still CPU bottleneck as it depends on how CPU is used. It is overhead of multi thread and no. of core limitation.
Disable Reflex will help on CPU if it is not fast enough.
Depends on OP's motherboard as most 3600 build has PCIE 3.0 only, it run on PCIE 3.0 x 8 for 4060 which may cause another performance degrade to GPU.
Yeah, it looks like they are using their beloved IA to make the drivers. Not even one good driver for a long time
Motherboard won't do ♥♥♥♥ if the CPU isn't capable. PCIE1-5 doesn't make a difference if your GPU is waiting on your CPU to finish its job. Not to mention like the previous poster pointed out CPU's have threads/cores. Just because a CPU doesn't report 100% usage doesn't mean the game isn't getting all it can out of it.
I agree CPU still bottleneck even not 100%. I see most game just not able to use >50% of all core but still CPU bottleneck.
Regarding PCIE, 4060 is special case only has 8 lanes. If you run it in PCIE 3.0, it will be just PCIE3.0x8 and just PCIE2.0 throughput. This can cause 10% degrade in some games.
Same spec, same issue. 50% usage no matter what setting I use. Native or DLSS it's stuck at 50% in the first open area. This is on 4K monitor.
There is no way nvidia is having driver issues they're flawless in that regard. Isn't that the general consensus?
Its not that hard especialy if someone tells you exactly what to change, and if you mess something up just Reset the Bios...
Enabling the Memory stuff can increase gaming performance by 20%, and like i said, in some new games its in the Minimum System requirment (for example AC Shadows it says ReBAR) to set the Resizable BAR option, to do this you need to set Enable Above 4G Encoding and than you can turn on Resizable BAR.
Higly recomend set XMP/EXPO memory profile also, High Frequency Suport to Auto and System Memory Multiplier.
You wont be able to run that normal if you dont set it, on the latest generation high end motherboard chipsets from Intel and AMD its all Enabled by Delfault, but not on a AM4 motherboard.
If you dont set it your Memory wont be able to keep up with the most Memory/VRAM demanding games.
Ive just seen theres a new Bios update for my X570 motherboard, so gonna do that now, its a Security Update again.
I get the same thing. It uses about 1% GPU and 58% CPU at max. I have a 4070ti and the i7-13700F
